简要规格描述或项目基本概况介绍、用途：本项目拟通过公开招标的方式，选取一家合格的供应商提供DTRO设备膜柱及其他配套设备，主要内容包括设备的供货、运输、安装调试、验收、维修等。质保期：自交货安装调试并初步验收合格之日起计3年，质保期内只换不修。（具体详见第三章采购需求书）
Brief specification description or basic overview of the project: This project intends to select a qualified supplier through open bidding to provide DTRO equipment, membrane columns, and other supporting facilities, with the main content including equipment supply, transportation, installation and commissioning, acceptance, and maintenance. The warranty period is 3 years from the date of delivery, installation, commissioning, and preliminary acceptance, during which only replacement is provided without repair (for specific details, refer to Chapter 3 of the Procurement Requirements Document)
合同履约期限：交付时间：合同签订后4个月内供货至采购人指定地点（上海浦东新区曹路镇黎明园区）；合同签订后6个月内完成安装调试并通过初步验收。
The Contract Period: Delivery time: Within 4 months after the contract is signed, the goods shall be supplied to the designated location of the purchaser (Liming Park, Caolu Town, Pudong New Area, Shanghai); Complete installation and commissioning within 6 months after signing the contract and pass the preliminary acceptance.

(b)落实政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目不是专门面向中小企业采购，评审时小型和微型企业产品享受10%的价格折扣；（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。（4）是否允许进口产品：本项目在线泵、高压柱塞泵、通用变送器、PH前置放大器、PH传感器、电导率模块、高低盐电导率探头、流量传感器等监测仪表接受进口产品，DTRO设备膜柱、立式离心泵、压力表不接受进口产品。
