  二、申请人的资格要求

  2. Qualification Requirements for Suppliers

  (a)满足《中华人民共和国政府采购法》第二十二条规定；

  (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

  (b)落实政府采购政策需满足的资格要求：详见采购文件

  (c)本项目的特定资格要求：（1）同时具有市政公用工程施工总承包三级及其以上资质和公路工程施工总承包三级及其以上资质；（2）具有有效的安全生产许可证；
  （3）项目经理具有****城乡建设部颁发的注册建造师，注册专业须为公路工程二级及其以上资格，须具备有效的《公路水运工程施工企业主要负责人和安全生产管理人员安全生产考核合格证书》（交安B证），且不得在其他项目担任项目负责人；或者****城乡建设部颁发的注册建造师，注册专业须为市政公用工程二级及其以上及其以上资格，并具有有效的安全生产考核证书，且不得在其他项目担任项目负责人；
  （4）本项目不允许转包
  （5）本项目仅面向中小企业采购。
  （6）本项目不接受组成联合体。

  (c)Specific qualification requirements for this program:(1) Simultaneously possess a Grade III or higher qualification for general contracting of municipal public works and a Grade III or higher qualification for general contracting of highway engineering; (2) Hold a valid safety production permit; (3) The project manager must have a registered constructor certificate issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China, with a registration specialty of at least Grade II in highway engineering, possess a valid 'Safety Production Assessment Certificate for Chief Personnel and Safety Management Personnel of Highway and Waterway Construction Enterprises' (Traffic Safety Certificate B), and must not serve as a project manager on other projects; or have a registered constructor certificate issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China, with a registration specialty of at least Grade II in municipal public works, possess a valid safety production assessme

  (i)符合《中华人民共和国政府采购法》第二十二条的规定；
